Compliance with measures becomes transparent, city administration is supported in decision making
More than 2,000 sensors (in a 2,000 IoT devices network) are integrated in the city of Santander with 175,000 inhabitants. The Spanish town is considered one of the European Smart City pioneers. In countless projects and test applications, digital innovations have been continuously implemented since 2011.

City-Wide Sensor Network
The sensors, together with wireless transmission technologies, are distributed throughout the city to record parameters such as weather conditions, air quality, noise, traffic density, lighting conditions and more and send them to a central data application. Sensor units are installed on power poles, lanterns and facades – but also "mobile" on cleaning and garden maintenance vehicles, taxis and city buses.
Sensor Data Support the Control of Pandemic Measures
The recorded sensor data can currently be used to make traffic visible on the main access roads and in inner-city traffic. Based on this data, the degree of compliance with pandemic containment measures can be analyzed. Information on environmental and noise pollution also helps to make local hotspots visible.
In cooperation with the social services department of the city administration and with the help of the geoinformation system that is part of the Smart City, a platform for decision support in coping with the pandemic was developed at short notice.
Smart City Applications Increase Robustness in Exceptional Situations
Indirectly, the knowledge about the needs of citizens and the administration, which was gathered in the Smart City concept, contributes to the fact that the basic resilience of the city was strengthened on the basis of these advances. This focus, which has been brought to the spotlight by the pandemic, will be part of the further development of the Smart City in the coming years to explore how technological innovations can help to cope with emergency situations.
